{"id":69057,"date":"2013-09-13T10:18:58","date_gmt":"2013-09-13T17:18:58","guid":{"rendered":"http:\/\/staging.tcpcharms.com\/bjpenn\/?p=69057"},"modified":"2022-02-06T12:50:47","modified_gmt":"2022-02-06T20:50:47","slug":"knees-and-kicks-to-a-downed-fighter-rule-reinterpreted-by-athletic-commissions","status":"publish","type":"post","link":"https:\/\/staging.tcpcharms.com\/bjpenn\/ufcnews\/knees-and-kicks-to-a-downed-fighter-rule-reinterpreted-by-athletic-commissions\/","title":{"rendered":"Knees and Kicks to a Downed Fighter Rule Reinterpreted by Athletic Commissions"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-69132\" title=\"UFC-logo_png\" src=\"http:\/\/staging.tcpcharms.com\/bjpenn\/wp-content\/uploads\/2013\/09\/UFC-logo_png.png\" alt=\"\" width=\"390\" height=\"270\" srcset=\"https:\/\/staging.tcpcharms.com\/bjpenn\/wp-content\/uploads\/2013\/09\/UFC-logo_png.png 390w, https:\/\/staging.tcpcharms.com\/bjpenn\/wp-content\/uploads\/2013\/09\/UFC-logo_png-300x207.png 300w, https:\/\/staging.tcpcharms.com\/bjpenn\/wp-content\/uploads\/2013\/09\/UFC-logo_png-361x250.png 361w\" sizes=\"(max-width: 390px) 100vw, 390px\" \/><\/p>\n<p>How athletic commissions interpret the rule about knees and kicks to a downed fighter and how referees enforce the rule has changed.<\/p>\n<p>UFC Vice President of Regulatory Affairs and former Executive Director of the Nevada State Athletic Commission Marc Ratner appeared on a recent edition of &#8220;UFC Tonight&#8221; on Wednesday and explained the new interpretation of what is a foul and what isn\u2019t, in regards to kneeing and kicking a \u201cdowned\u201d fighter.<\/p>\n<p>The Unified Rules of mixed martial arts describes a \u201cdowned\u201d fighter as a fighter who has more than just the soles of their feet on the ground.<\/p>\n<p>The Association of Boxing Commissions website defines a downed fighter as:<\/p>\n<blockquote><p><em>\u201cA grounded opponent is any fighter who has more than just the soles of their feet on the ground. (i.e. could have one shin or one finger down to be considered a downed fighter) If the referee determines that a fighter would be a grounded fighter, but is not solely because the ring ropes or cage fence has held fighter from the ground, the referee can instruct the combatants that he is treating the fighter held up solely by the cage or ropes as a grounded fighter.\u201d<\/em><\/p><\/blockquote>\n<p>The wording of the rule and the rule\u2019s intent has not changed, but the way the rule is interpreted and enforced has:<\/p>\n<blockquote><p><em>\u201cThe rule is really the same,\u201d<\/em> said Ratner.<em>\u00a0 \u201cThe interpretation that we\u2019ve come up with, with the Association of Boxing Commissions, which should be called the Association of Combat Commissions \u2013 they should change that \u2013 but the spirit of the rule has been violated by a lot of fighters. <\/em><em>Obviously if you\u2019re downed and you have a hand on the deck, and you have three points there and you get kicked or kneed, that\u2019s a foul,\u201d<\/em> he said.<em>\u00a0 \u201cBut we have fighters now who are putting their hand down, bringing it up, putting it back down again. <\/em><em>I call it, if you\u2019re talking basketball, trying to draw the foul.\u00a0 They\u2019re hoping that the referee will see it and call a foul and maybe disqualify the other guy,\u201d <\/em>added Ratner.<em>\u00a0 \u201cSo we\u2019re telling the referees before the fights, go into the dressing rooms and say, \u2018look, if you do this you\u2019re doing it at your own peril and in my judgment as a referee, if you\u2019re doing it, I\u2019m going to call it legal.\u2019\u201d<\/em><\/p><\/blockquote>\n<p>It is now up to the referee\u2019s discretion whether or not a kick or knee to a \u201cdowned\u201d fighter is illegal.<\/p>\n<blockquote><p><em>\u201cIt\u2019s a judgment call,\u201d<\/em> said Ratner.<\/p><\/blockquote>\n<p>What do you think Penn Nation?
